Next year, Mykolaiv may run out of funds for capital expenditures. Due to limited financial resources, the city risks not only postponing the launch of new projects but also failing to complete some of the work that began this year.

Mayor Oleksandr Senkevych made this statement during a session of the Mykolaiv City Council.

According to the mayor, 316 million hryvnias have been allocated for capital expenditures in the city’s 2026 budget. At the same time, the initial requests submitted by the main budget administrators exceeded three billion hryvnias. After reviewing the requests, they were reduced to the amount for which the city has funding.

Senkevych explained that capital expenditures are not limited to large-scale repairs, construction, or reconstruction. They also include the purchase of equipment and furniture. For example, after renovating a shelter, the premises need to be further equipped.

The mayor expressed concern that next year there may be no money left in the budget at all for such needs. In that case, the city will be able to focus primarily on completing projects already underway, while new initiatives will have to be postponed.

Senkevych noted that city council members, together with the chief budget administrators, need to review the list of planned capital expenditures and determine what is most important for the city.

At the same time, financial problems already exist in the current budget. According to the mayor, Mykolaiv is short 819 million hryvnias through the end of 2026. This has created a risk of delays in salary payments in November and a funding shortfall for the municipal utility “Mykolaivvodokanal.”
