Mykolaiv mayor convenes deputies to capitalize utilities

Mykolaiv is preparing for a session that will determine not only the allocation of resources but also the future configuration of the city's governance. The deputies will gather in late April to make decisions that could reformat the municipal sector and set a new vector for the community's development.
The relevant order to convene the regular fifty-third session of Mykolaiv City Council was signed by Mayor Oleksandr Senkevych.
The meeting is scheduled for April 30, 2026, at 11:00 a.m. and will be held remotely via video conference.
The agenda includes a number of issues, including budget, land and current management decisions. Particular attention will be paid to changes in municipal property and the activities of city enterprises.
Among the key draft decisions is the expansion of the economic activities of the regional utility company Mykolaivoblteploenergo, which may affect its functionality and financial stability. The deputies will also consider the issue of establishing the right of usufruct to communal property for several enterprises, including Mykolaivvodokanal, Mykolaivkomuntrans, and Obriy-DKP.
Structural changes in the city's management will also be in the focus of attention: it is proposed to make adjustments to the structure of the city council and its executive bodies. In addition, it is planned to increase the authorized capital of the municipal enterprise "Directorate of the Single Customer "Pilot" with the approval of a new version of its charter.
An important issue will be the reorganization of the municipal enterprise Svoi Dim, which is planned to be terminated by transforming it into Svoi Doma Limited Liability Company. This decision may indicate the intention to optimize the management of the housing stock and increase the efficiency of economic activities.
The deputies will also consider approving the Digital Transformation Program of Mykolaiv City Territorial Community for 2026-2028. The document is expected to determine the further development of electronic services, digital infrastructure and interaction between the authorities and citizens.
Thus, the upcoming session will cover both financial, economic and strategic issues of the city's development, which can significantly affect the functioning of the municipal sector and management processes in Mykolaiv.
Last year, the experts of the Certification of Local Council Deputies examined the performance of the deputies of Mykolaiv City Council. 14 deputies received the lowest score, and a total of 52 city councilors were evaluated.
