The city’s digital transformation is increasingly becoming a matter not only of convenience but also of safety. In Mykolaiv, there are plans to expand the video surveillance system and update the city’s digital transformation program, with funding exceeding 98 million hryvnias.
The Mykolaiv City Council will consider amendments to the Digital Transformation Program for the Local Community for 2026–2028. The corresponding draft resolution has already been approved by the executive committee, which recommended submitting it to the council for consideration.
According to the resolution, one of the key priorities will be the development of the city’s digital infrastructure. The primary focus will be on continuing the construction of the “Safe City of Mykolaiv” video surveillance and video analytics system. A total of 9.5 million hryvnias has been allocated for the implementation of this project in 2026–2028: 5.5 million in 2026 and 2 million each in 2027 and 2028. The funds will be used, in particular, to install new video surveillance cameras in accordance with recommendations from the National Police of Ukraine.
It is expected that, as a result of the project, the number of operational video surveillance cameras will increase from zero to 460 in 2026, to 466 in 2027, and to 492 in 2028.
In total, following the amendments, the projected funding for the program will amount to 98.05 million hryvnias, which are planned to be allocated from the budget of the Mykolaiv City Territorial Community. Of this amount, over 38.5 million hryvnias are allocated for 2026, over 32 million for 2027, and another 27.5 million for 2028.
The explanatory note states that the changes are necessary to create a resilient digital infrastructure that will improve residents’ safety, enable a more rapid response to emergencies, strengthen cybersecurity, and provide digital support for the community during wartime.
Plansto complete the “Safe City” system in Mykolaiv were already in place as early as 2024.
