Land tax was reduced by 10 times in Bolgrad

Deputies of the Bolhrad City Council in Odesa Oblast have voted to reduce the land tax rate from 0.5% to 0.05% of the normative monetary value of land.
Two draft decisions to reduce the rate to 0.05%, proposed by a group of deputies, and a compromise version, recommended by the land commission, were submitted for consideration by the deputies, the publication Rayon.Bolhrad reported.
None of the proposals received the required majority on the first attempt. The deputy corps had to return twice for a second vote. In the end, the MPs supported the most radical way - a rate of 0.05%, which is ten times lower than the previous one.
In early January, a special working group to study the possibility of revising the land tax rate for residents of Vynohradivka village began working at the Bolhradskyi District Military Administration in Odesa Oblast.
Following the first meeting of the working group, a list of additional analytical materials needed to make an informed decision was determined, and tasks were distributed among the members of the working group. The group will work until January 28.
Mayor Sergei Dimitriev left the premises of the Bolgrad City Council under police guard because of a conflict between the village council and residents. Residents of the village of Vynohradivka blocked the exits from the session hall of the Bolhrad City Council on December 25, 2025, after the deputies rejected a proposal to reduce the land tax.
For two months, residents have been seeking a reduction in the tax rate from 0.5% to 0.03-0.1%, as it is ten times higher than in neighboring communities.
The conflict arose after a new regulatory monetary valuation of land plots was approved on May 30, 2024. According to the new estimate, owners of 25-hectare plots will have to pay between UAH 4.9 thousand and 5.2 thousand per year at the current rate of 0.5%. A comparison with the rates in neighboring communities in the Bolhrad district revealed a significant difference.
At the 107th session, the deputies considered reducing the rate to 0.04%, but the commissions proposed a compromise - 0.23%. The vote did not go in favor of the residents, which led to a blockade of the hall.
