Izmail decided that the city central hospital needs a supervisory board

Deputies of the Izmail City Council have decided to establish a supervisory board for the Izmail City Central Hospital.
According to Intent's correspondent, the new body is expected to help ensure that patients' rights are respected, control the quality of medical care and improve the efficiency of the financial and economic activities of the largest medical institution in the community.
Along with the creation of the supervisory board, the deputies approved the regulations on its activities. The document defines the procedure of the body's work, its powers and mechanisms of interaction with the hospital's management.
The executive committee of the Izmail City Council was entrusted with organizing further procedures to form the supervisory board. In particular, the executive committee is to ensure that tender and other procedures are conducted.
The need to establish a supervisory board is related to the requirements of healthcare legislation and the introduction of mechanisms for independent control over the activities of municipal healthcare facilities. Control over the implementation of the decision is entrusted to the city council's standing committee on humanitarian policy.
In the winter of 2026, the Cabinet of Ministers of Ukraine announced the start of the formation of supervisory boards of healthcare institutions. Starting in 2027, the presence of a supervisory board will become mandatory for contracting cluster and supercluster healthcare facilities, and starting in 2028 - for all healthcare facilities providing specialized care.
The introduction of supervisory boards provides for a systematic and transparent model of management of state and municipal hospitals in accordance with international governance standards. The majority of votes in the supervisory boards will be held by representatives of the public sector from organizations working in the areas of healthcare, corruption prevention and veterans' policy.
Members of the Izmail City Council also supported the decision to make local borrowings in 2026 in the amount of up to UAH 50 million. Part of the funds will be spent on repairs at the hospital.
