From generators to rebuilding houses: billions planned for Unbreakable Odesa

Odesa plans to amend the City Target Program "Unbreakable Odesa" for 2024-2028. It is a matter of adjusting the current version of the program, approved by the order of the head of the Odesa City Administration in December 2025.
The decision was made at a meeting of the Executive Committee of the Odesa City Council.
The total estimated amount of funding for the program after the changes is more than UAH 2.41 billion. The main burden is envisaged for the budget of the Odesa city territorial community - more than UAH 2.31 billion. It is also planned to attract funds from the state budget in the amount of UAH 90 million and the regional budget of Odesa Oblast - over UAH 1.4 million.
The updated program is aimed at overcoming the consequences of the armed aggression of the Russian Federation and ensuring the stable functioning of the city's infrastructure. In particular, it provides funding for the purchase of fuel for uninterrupted power supplies, as well as fuels and lubricants for the operation of life support systems in the fall and winter.
A separate set of measures relates to the restoration and preservation of municipal property, including non-residential buildings and cultural heritage monuments. This includes construction, repair, restoration, conservation and emergency response works. It is also planned to produce technical documentation for real estate that has been damaged by shelling.
The program covers the restoration of multi-apartment residential buildings through major repairs, procurement of materials, equipment and special machinery for priority and stabilization works in the housing stock. The program also provides for the restoration of Odesa City Council administrative buildings, healthcare facilities and other social infrastructure damaged during the war.
The program also plans to develop design and estimate documentation for the restoration of the common property of apartment buildings of condominiums and provide partial compensation for the purchase of power generators, alternative energy systems and electricity storage for residential buildings.
The social component of the program provides targeted assistance to residents whose homes were destroyed or damaged as a result of the armed aggression, including temporary accommodation, as well as ensuring the uninterrupted operation of heating stations near damaged facilities. The final decision on changes to the program is to be made by the Odesa City Military Administration.
Odesa also updated the city program "Development of Physical Culture and Sports for 2024-2028". The proposals were submitted to the Odesa City Military Administration for consideration. The total estimated amount of funding is over UAH 209 million.
