Billions for Odesa: authorities rewrite city development plan until 2028

Odesa has decided to adjust one of the main documents regulating the financing of the city's development for the coming years. The program clarified the amount of spending and updated the priorities for healthcare, education, municipal infrastructure, and housing initiatives.

This was reported by the Center for Public Investigations.

These are changes to the Comprehensive Program for the Construction and Development of Social and Engineering Infrastructure of Odesa for 2024-2028. The executive committee sent the prepared proposals to the Odesa City Military Administration for approval. The updated document is intended to clarify financial indicators and identify current areas of city development.

The total amount of funding for the program remained at UAH 5.438 billion. About UAH 992.4 million of this amount is planned to come from the state budget, and more than UAH 4.446 billion from the city community budget.

The bulk of the funds are to be allocated to the social and communal sectors. In particular, more than UAH 1.75 billion is earmarked for the modernization, repair and restoration of medical facilities. The mayor's office expects this to help improve the quality of medical services. Under the program, dozens of facilities will be renovated every year - from 40 in 2024 to about 20 in the following years.

Significant expenditures are also planned for the education sector. More than UAH 1.24 billion has been allocated for the construction, reconstruction and renovation of schools and other educational institutions. Works are planned to be carried out annually at at least three dozen facilities.

Special attention was paid to the engineering infrastructure. More than UAH 1.13 billion has been allocated for the modernization of networks, communications and engineering structures. Part of the funding will be used to support the stable operation of municipal systems and critical infrastructure facilities.

The program also includes the Urban Infrastructure Development project, for which more than UAH 771 million has been allocated. This money is planned to be used to fulfill the loan obligations of the Odesa Development Program Agency.

In addition, the document provides for financing housing programs. By 2028, UAH 111.2 million will be allocated for the construction and purchase of housing for citizens in need of better living conditions. It is expected that this will enable the creation of two residential facilities.

The key objectives of the updated program include improving the comfort of the urban environment, developing the social sphere, supporting critical infrastructure, energy efficiency, healthcare, education, sports and youth activities. The document is also aligned with the Odesa Community Development Strategy until 2027.

In April, the budget committee in Odesa considered amendments to the city budget and a number of financial and programmatic issues for 2026. The deputies supported the redistribution of funds, but emphasized the critical lack of funding for the implementation of strategic projects, in particular in the field of energy efficiency and security.
