A new director of the Department of Transportation has been appointed in Odesa

A new director of the City Council’s Department of Transportation, Communications, and Traffic Management has been appointed in Odesa. The position will be filled byAlona Kapusnyak, a former official from Kherson. She will assume her duties on September 17.

The corresponding order was published on the official website of the Odesa City Council.

Kapusnyak was appointed without a competitive selection process. She was assigned the 9th rank of a local government official and granted a 50% bonus on top of her base salary, taking into account rank-based and seniority-based allowances.

The basis for the appointment was a statement by Alona Kapusnyak and a recommendation from Acting Deputy Mayor Oleksiy Botezat.

The new director will replace Volodymyr Khitrenko, who had headed the department since December 2023 and stepped down in 2025.

Alona Kapusnyak has experience working in the field of urban transportation in Kherson. From April to November 2024, she headed the municipal enterprise “Kherson Municipal Transportation Service.”

In 2025, Kapusnyak applied for the position of head of the Department of Transportation, Road Infrastructure, and Communications of the Kherson City Council. To participate in the selection process, she submitted a candidate’s declaration.

The biography of the new head of the Odesa department also includes a bankruptcy case. According to the court documents provided, in 2023, the Commercial Court of Odesa Oblast began hearing the case against Kapusnyak.
