Igor Koval, acting mayor of Odesa, has appointed Valery Vergeles as an advisor on a voluntary basis.

The corresponding order was published on the Odesa City Council website on November 6, although the document is dated October 19.

According to the document, Valery Vladimirovich Vergeles became Koval’s advisor on a voluntary basis effective October 19, 2026, for a term of one year. The appointment was based on his application and recommendation.

In July 2026, Koval appointed Oleksiy Botezat as his advisor on a voluntary basis. In September, he appointed Vladislav Nevesely as an advisor; Nevesely received the position without a competitive selection process.

After Hennadiy Trukhanov was stripped of his Ukrainian citizenship and removed from office as mayor in October 2025, City Council Secretary Ihor Koval has been serving as acting mayor. He appointed three advisors, two of whom had already worked under Trukhanov:

  •  Anton Skufinsky —for matters related to cooperation with law enforcement agencies and defense;
  •  Olena Pavlova —on culture, the arts, and tourism. She was appointed on November 3, 2025, for a one-year term. She had previously served as an advisor to the former mayor, Hennadiy Trukhanov;
  •  Veronika Etnarovich – on digital development and social and humanitarian issues.
