In Odesa, the municipal enterprise "Pravo," which handles marriage registrations at the Wedding Palace, is now headed by former businesswoman Narine Tumanyan-Zlenskaya. In her financial disclosure statement, she reported $150,000 in cash, a house, a plot of land, and two cars.
The appointment order was published on the Odesa City Council’s website.
Tumanyan-Zlenskaya was appointed director of the “Pravo” municipal enterprise effective October 13, 2026, under a contract. Her salary will be determined in accordance with the enterprise’s staffing table.
The basis for the appointment was her application, a recommendation from the director of the legal department, Iryna Popovska, and a contract dated October 7. The order was signed by the acting mayor and secretary of the Odesa City Council, Ihor Koval.
In September, Anna Medynska was appointed director of the municipal enterprise “Pravo,” but she served in the position for less than a month before resigning.
The municipal enterprise “Pravo” organizes the state registration of marriages at the Wedding Palace, specifically as part of the Ministry of Justice of Ukraine’s “Marriage in a Day” project. The enterprise also provides services related to the verification and reservation of addresses for real estate properties in Odesa.
Prior to her appointment, Tumanyan-Zlenskaya was engaged in entrepreneurial activities, but her sole proprietorship has since been closed. For 2025, she declared 2.7 million hryvnias in income from her business.
Among the real estate listed in the declaration are a land plot in Odesa valued at 2.25 million hryvnias and a residential house with an area of 209 square meters. The value of the house listed in the declaration is 892,600 hryvnias. Ownership of the property was acquired on June 12, 2019.
The official also listed an apartment in Odesa with an area of 81.1 square meters, which she uses as her place of registration. Another person is listed as the owner of the apartment.
The declaration lists two cars. The first is a 2018 Mercedes-Benz GLC 250 valued at over 1.26 million hryvnias, which belongs to Tumanyan-Zlenskaya herself. The second is a 2020 Nissan Rogue Sport valued at over 663,000 hryvnias, listed as owned by her daughter, Karolina.
The new director’s financial assets include $150,000 in cash and just over 20,000 hryvnias in a bank account.
