Without Trukhanov: the municipality has determined who will have the right to sign financial documents first

The Secretary of Odesa City Council, Ihor Koval, has determined who has the right to be the first and second signatories of financial and payment documents and other documents used in the process of implementing the city budget.
According to the Center for Public Investigations, the relevant order of the council secretary, who is temporarily performing his duties after the mayor was deprived of his citizenship and powers, was published by the press service of the mayor's office.
Thus, Ihor Koval himself and Oleksandr Filatov, First Deputy Mayor of Odesa for the Executive Bodies of the City Council, have been granted the right to sign financial and payment documents and other documents used in the process of implementing the budget of the Odesa City Territorial Community to ensure financial and economic activities from the accounts opened by the Executive Committee of the Odesa City Council.
Vira Shcheplotska, Director of the Department of Accounting, Reporting and Procurement of Odesa City Council, and Inna Lyubarska, Deputy Director of the Department, Head of the Procurement and Contractual Work Division of the Department of Accounting, Reporting and Procurement, have the right to sign as second signatories.
The previous order of Gennadiy Trukhanov, according to which he and his deputy Valeriy Silin had the right of first signature, has lost its force.
Meanwhile, the head of the newly established Odesa city military administration, Serhiy Lysak, held his first staff meeting.
On October 14, President of Ukraine Volodymyr Zelenskyy signed a decree depriving Odesa Mayor Hennadiy Trukhanov of Ukrainian citizenship. After the mayor was deprived of his citizenship, he was deprived of his powers ahead of schedule and will be replaced by the secretary of the city council until the next election. Now it is Igor Koval.
However, the powers of the city council are currently limited due to the introduction of a city military administration in Odesa. On October 16, the new head of the Odesa City Military Administration, Serhiy Lysak, was introduced in Odesa, stating that he would primarily focus on the city's security, social support for defenders, healthcare, education, and winterization.
