What the money will be used for: Odesa City Council allocates 43 million from the reserve fund

During an extraordinary session, members of the Odesa City Council supported amendments to the city program "Unbreakable Odesa" for 2024-2028 and, accordingly, approved changes to the city budget for 2025.

As stated in the explanatory documents to the decision on budget amendments, it is a matter of reducing the amount of the reserve fund of the budget of the Odesa city territorial community by UAH 43 million 985.4 thousand.

These funds are planned to be distributed as follows:

  • The Department of Education and Science of Odesa City Council will receive UAH 4.5 million for capital and current repairs of buildings, premises and communication systems in the educational institutions of communal property of the Odesa territorial community, including: emergency response - current repairs of the ceiling in the building of Odesa Lyceum No. 111 of Odesa City Council - UAH 3 million; repair of damage caused by a Russian missile attack - current repairs in the building of Odesa Gymnasium No. 26 of Odesa City Council - UAH 1.5 million.
  • To the Department of Health of Odesa City Council for the reconstruction of the boiler house with the replacement of boilers and equipment of the branch - City Maternity Hospital No. 1 of the Municipal Non-Profit Enterprise "City Clinical Hospital No. 11" - UAH 5 million 250 thousand.
  • UAH 12 million 235.4 thousand to the Department of Municipal Security of the Odesa City Council as part of the implementation of the measures of the City Target Program "Safe City of Odesa" for 2020-2028.

As for the "Unbreakable Odesa" program, within the framework of its implementation, the Department of City Improvement of Odesa City Council was allocated UAH 22 million for:

  • Involvement of specialists with the appropriate qualifications to determine the technical condition of non-residential buildings and structures damaged as a result of the armed aggression of the Russian Federation against Ukraine located in the city of Odesa - UAH 2 million;
  • Involvement of specialists with appropriate qualifications to determine the technical condition of residential buildings damaged as a result of the armed aggression of the Russian Federation against Ukraine - UAH 10 million;
  • Implementation of urgent works to eliminate the consequences of the armed aggression of the Russian Federation against Ukraine by eliminating the emergency condition of residential buildings - UAH 10 million.

During the discussion of the decision, Petro Obukhov, a deputy of the Odesa City Council, asked whether the city council would have enough money until the end of the year if these funds were allocated. In response, Andriy Zarytskyi, Head of the Finance Department of the Odesa City Council, said that the budget revenue plan is currently being exceeded, and the tax inspectorate predicts an increase in tax revenues compared to last year. Given these forecasts, the finance department is confident that there will be enough money.
