Acting Mayor of Odesa Ihor Koval dismissed Olena Zakharchenko-Netuzhylova, deputy director of the Department of International Cooperation, Culture and Marketing, and immediately appointed her to the same position.

The relevant orders were published by the municipality's press service, according to the Center for Public Investigations.

Both the dismissal and reinstatement took place at the request of Olena Zakharchenko-Netuzhylova, who also held the position of head of the Department of International and Intermunicipal Partnership, as well as at the request of the head of the department, Ivan Liptuga.

In early October, Olena Zakharchenko-Netuzhylova was appointed as a new pro bono advisor to Odesa Mayor Hennadiy Trukhanov, but she resigned the same day the mayor was deprived of his citizenship.

In 2023-2025, she served as the first deputy head of the Odesa District Military Administration. Prior to that, she was the first deputy head of the Fontanka village council. She is also a co-owner of the Black Sea Riviera Housing and Construction Cooperative.

On October 14, President Zelensky signs a decree depriving Odesa Mayor Hennadiy Trukhanov of Ukrainian citizenship. After the mayor was deprived of his citizenship, he was deprived of his powers ahead of schedule and will be replaced by the secretary of the city council until the next election. Now it is Igor Koval.

The next day, the president introduced a city military administration in Odesa. On October 16, the new head of the Odesa City Military Administration, Serhiy Lysak, was introduced in Odesa, stating that he would primarily focus on the city's security, social support for defenders, healthcare, education, and winterization.
