The Center for Rehabilitation of Mother and Child in Odesa failed to attend the session on land allocation for the sanatorium

The Standing Committee on Spatial Development, Land Management and Regulation of Land Relations did not agree to submit the issue of a permit for the allotment of land of the former Arkadia sanatorium on Frantsuzsky Boulevard in Odesa to the City Council.
During a meeting of the commission, the deputies and the head of the Ukrainian Medical Center for Rehabilitation of Mother and Child of the Ministry of Health of Ukraine, Natalia Odariy-Zakharieva, had a fight.
The fact is that the deputies expressed fears that after the land plot is allocated, the sanatorium's land may be built on.
Thus, MP Volodymyr Kornienko said that the deputies need to be on the safe side and contact the Ministry of Health to clearly define the size of the land plot in question.
"At first it was 10 hectares, and then 9.55, if I remember correctly, or 9.45. I have a question why the area is being reduced. This is a matter of our recreational areas, so that no construction appears there. There have already been precedents," the deputy emphasized.
Instead, Volodymyr Korniyenko's colleague in the commission, Oleksandr Baiderin, denied that the allocation of the site would allow it to be formed and, on the contrary, would protect it from land grabbing by developers.
"It seems to me that the formed plot will not allow to put another plot on it, and when someone else is approving it, they will not be able to do so. If we had given consent to the land allotment, we would have already taken a step to protect the land," the MP said.
He also pointed out that since this land is a monument of landscape art, it is a nature reserve fund.
"This is a nature reserve fund and it has such a strong imperative under the law that it is impossible to build residential buildings or apartments there. I have seen the minister's letter and he says that it should be a medical facility," he emphasized.
Natalia Odariy-Zakharieva, in turn, emphasized that the center was created in 2015 for children of participants of the anti-terrorist operation and the Joint Forces Operation.
"We received the plot on Frantsuzsky Boulevard a year ago, and since then we have made a security agreement, regulations and master plan completely outside our borders. The Department of Architecture, Urban Development and Land Resources. Frankly speaking, everything that was stolen there was stolen before me. Now no one will steal anything there, because a number of steps have been taken at the expense of donors," she said.
The official noted that the center has already installed a barrier and restricted the passage of vehicles to the territory, cleaned it up - 400 trucks of garbage were removed.
"Tell me what is wrong? The minister was there and repeatedly defined the boundaries of the site. We have already prepared all the documents," she emphasized.
The director of the center also emphasized that the institution has a protection obligation of up to 10 hectares, and it is a park-monument.
MP Zhanna Mandrychenko joined the discussion and noted that the absence of a specific area of land that the center wants to allocate could lead to the fact that MPs would have to explain their decision to law enforcement agencies.
In the end, Oleksandr Baiderin proposed to return to voting on this issue and give permission to submit the issue of land allocation to the city council, but a representative of the Department of Architecture intervened and said that due to the lack of clarity on the area of the land plot, they had withdrawn the issue from the session.
