Since the beginning of the year, mobilized military have received 24 million from Odesa City Council

The members of the Standing Committee on Social Policy and Labor of the Odesa City Council have agreed to amend the City Target Program for the Provision of Social Services and Other Assistance to Vulnerable Populations of Odesa for 2024-2026.
According to Olena Kitayska, Director of the Department of Labor and Social Policy, the amendments include, among other things, an increase in budget expenditures for targeted financial assistance in special cases and one-time financial assistance to mobilized persons.
In particular, it is proposed to approve additional funding in the amount of UAH 27 million for the provision of assistance in special cases. As explained by Olena Kitayska, the department and the board of trustees have received an increase in the number of appeals from citizens suffering from complex diseases, including cancer.
"The funds allocated since the beginning of the year have been used by 60%, I remind you that UAH 84 million were allocated, and it has not yet been six months. So, in order to be able to continue providing this assistance, we need to increase spending," the official said.
As for the one-time assistance to be mobilized, according to the director of the department, 1,119 people have already applied for it for a total of UAH 24 million, compared to 1,525 people who applied for such assistance for a total of UAH 30.5 million in 2024. In 2025, 25 million were planned.
"That is, by the end of this year, we need to increase spending by 35 million so that those who were the first to be mobilized can receive 20,000 of this assistance," she said.
Also, according to the director of the department, there is a problem with increasing expenditures for municipal institutions - "Rehabilitation Center for Persons with Disabilities" and "Territorial Center for Social Services in Khadzhibey district".
Here, funds are allocated for repairs. The amount of funding was set for 2025, but during the course of the work, it became necessary to determine the full scope of work, so we have to increase spending by more than 7 million. It is also planned to increase spending by UAH 2.5 million to provide targeted assistance to utilities that took part in the aftermath of shelling in Odesa and were involved in the construction of fortifications in the Pokrovsk direction. So far, the planned expenditures have been utilized, and 15 utility workers have already been sent to perform these works, with another group to be sent by the end of the year.
