Odesa Forms Commission to Propose Housing Solutions for Orphans

Odesa has decided to establish a city commission to prepare proposals for housing for orphans.
This became known at a meeting of the extraordinary Executive Committee of the Odesa City Council held on April 10.
The text explains that the commission will be engaged in the formation of proposals for the use of a subvention from the state budget for the implementation of a public investment project. It is about providing housing for family-type orphanages, orphans, and children deprived of parental care.
The decision was made in accordance with Part 6 of Article 59 of the Law of Ukraine "On Local Self-Government" and Resolution of the Cabinet of Ministers of Ukraine No. 284 of March 7, 2025, which regulates the mechanism for providing such a subvention.
According to the document, the composition of the commission and the regulations on its activities have been approved. The commission will determine the need for funds to be allocated for the implementation of relevant projects in the city.
Intent wrote that during the Standing Committee on Education, Sports and Cooperation with Public Organizations, they discussed the problem with the implementation of the program to provide housing for orphans and children deprived of parental care due to the reluctance of developers to cooperate with the budget.
The city council explained that the housing program used to work quite effectively: apartments were purchased through district administrations for those on the waiting list. However, since 2021, this process has effectively stopped. The reason was the refusal of developers to work with budgetary institutions, especially when it comes to housing at the final stage of construction.
Developersavoid such deals because of bureaucratic difficulties and requirements for housing - it must not only be commissioned but also fully renovated. In addition, they are scared off by possible delays in payment.
Alternative options were also considered, such as paying cash compensation instead of purchasing apartments. However, the previous management was unable to reach an agreement on this, and the current program does not provide for such an option.
