Odesa district council moved, but did not gather a quorum

Deputies of the Odesa District Council gathered for a session on September 19, but were unable to hold a meeting due to the lack of a quorum.
According to Vitaliy Barvinenko, chairman of the district council, deputies from the Servant of the People faction did not attend the meeting, so only 32 deputies out of 33 required for a quorum were present.
The meeting itself was held not in the hall of the Odesa Regional Council, as usual, but in the session hall of the Odesa City Council, after which it was broadcast on the YouTube channel of the city council, not the regional council.

It should also be noted that the website of the district council does not contain an announcement of the session , nor does the list of broadcasts on the website contain information about the meeting. Due to the lack of a quorum, the deputies met for less than 10 minutes. Vitaliy Barvinenko emphasized that he had fulfilled his legislative function of signing an order to convene a session every three months, and the deputies who came fulfilled their deputy functions.

The chairman of the district council also noted that he would take into account the presence of only those deputies who had registered for the meeting. At the same time, the session was held in a hybrid format - some deputies were present online.
"We had a precedent at the last meeting of the regional council when it was announced that 43 deputies had voted for the decision, but only 41 deputies were actually present in the hall. I don't want the leadership of the regional council to be threatened by the courts, so as many registered as there are, so many registered," said the head of the district council.

Intent asked the head of the Odesa District Council for a comment on the change of venue.
It should be noted that although the meeting was not opened, the deputy chairman of the Odesa District Council Arkadiy Mkrtichyan said that the deputies had prepared an appeal to the head of the Odesa Regional Military Administration Oleh Kiper with a request to help award Konstantin Oborin the title of Hero of Ukraine. The deputies who ignored the session were offered to sign the appeal at the district council office.
