Acting Odesa Mayor Igor Koval has dismissed Deputy Mayor Valeriy Silin from his post.

The reason for Valeriy Silin's dismissal is his personal statement. He is to be paid monetary compensation for 98 calendar days of unused annual leave.
It should be noted that on November 1, the Pechersk District Court of Kyiv imposed pre-trial restraints on suspected officials of the Odesa City Council and the subordinate municipal enterprise "City Roads" in the case of the deaths during the floods on September 30.
Former Odesa Mayor Hennadiy Trukhanov and his deputies were served with a notice of suspicion of negligence in office, which caused the deaths of people during the September 30 floods. According to the investigation, the officials failed to provide an adequate response to the disaster and allowed large-scale consequences of the weather. Eight people were suspected under Part 3 of Article 367 - official negligence - including deputies Anna Pozdnyakova and Valeriy Silin, director of the City Roads utility Vadym Todiychuk, and director of the Municipal Economy Department Leonid Hrebenyuk.
Valeriy Silin has been deputy mayor since October 2023. Little is known about Valeriy Silin. In particular, he worked in the security service of Pivdenny Bank. In addition, he previously headed the Progresbud company.
In the evening of October 12, Hennadiy Trukhanov said that the authorities were allegedly planning to deprive him of Ukrainian citizenship because of suspicions that he had a Russian Federation passport. On October 14, President Volodymyr Zelenskyy signed a decree officially depriving the official of Ukrainian citizenship.
On October 15, the President signed a decree appointing the head of the Dnipropetrovs'k Regional Military Administration, Serhiy Lysak, as the head of the newly created Odesa City Military Administration.
