Odesa City Council Publishes 964 of 2,956 Resolutions in 2024

The Odesa City Council has so far published 964 out of 2,956 resolutions signed by Hennadii Trukhanov in 2024.
This is evidenced by the information received by the Center for Public Investigations in response to its request.
The city council explained that they publish almost all of the mayor's orders on general issues.
"Taking into account the peculiarities of work under martial law, 20 resolutions on general issues were not published on the official website of the city council in 2024," the response to the request stated.
The following administrative documents were not published on the city council website:
- access to state secrets, organization and maintenance of military records;
- data on persons authorized to work with documents marked "For Official Use";
- data on the personal composition of the commissions for checking the availability of secret documents and other carriers of secret information.
The Odesa City Council also explained that they do not publish all personnel orders. However, those related to the city mayor, deputy mayors, and heads of city agencies are published: "In 2024, 61 personnel orders were published on the official website of the city council and 21 on business trips of the Odesa city mayor."
Meanwhile, Vitaliy Barvinenko, head of Odesa district council, signed at least 203 resolutions. Only 18 of them have been made public. At the same time, no decisions were made not to make the documents public.
The district council also noted that, according to the law, "starting from May 20, 2022, local governments may adopt regulatory acts without following the procedure provided by law for their adoption."
Hryhorii Didenko, according to the Odesa Regional Council, signed an unknown number of orders during the year - the local government ignored this point of CPR's request. They only answered that they had published 522 resolutions. On the website of the regional council, the CPR noted that the last document published on December 31, 2024, has No. 871.
