Odesa City Council Faces Staffing Crisis as 50% of Employees Booked for Mobilization

Due to the mobilization, the municipal enterprises of Odesa City Council are facing staffing problems, but for the most part, 50% of their employees have already been booked.
This was reported by Leonid Grebenyuk, Head of the Municipal Economy Department, during a meeting of the Committee on Housing and Communal Services.
According to him, three city utilities have not yet received reservations.
"All of our utilities have received reservations, except for, if I'm not mistaken, three utilities. These are APRO (Odesa Development Programs Agency), Administrator of Services (Waste Management Service Administrator) and Privatization Utility (City Agency for Housing Privatization), while the rest have received and are using reservations for 50% of their employees," the official said.
It is worth noting that Odesa Mayor Gennadiy Trukhanov ordered to convene the city council members for a regular session on April 16. Intent will traditionally broadcast the session online. Meanwhile, preparations for the session are underway. In particular, meetings of permanent deputy commissions are taking place to consider issues that may be submitted to the deputies for consideration at the session, and Intent is monitoring these meetings.
There are 12 standing committees in Odesa City Council, but as of February 22, 2025, the standing committee on culture, tourism and international relations and the standing committee on regulations, deputy ethics and corruption prevention cannot make decisions, as they currently have less than three deputies.
Meanwhile, Deputy Mayor Hanna Pozdiankova said that the government has adopted a decision that allows up to 75% of conscripts to be booked for heat and water supply and municipal waste management companies.
Earlier, Odesa Mayor Gennadiy Trukhanov appealed to the government because private carriers in Odesa found themselves in a difficult situation due to changes in the status of critical enterprises defined by the resolution of the Cabinet of Ministers of Ukraine of November 22, 2024. The resolution of the Cabinet of Ministers, to which the mayor refers, stipulates that the number of persons liable for military service subject to reservation may exceed 50% by a separate decision of the Minister of Defense.
