Odesa City Council Approves New Rent Methodology for Municipal Property

Deputies of the Odesa City Council approved a methodology for calculating the rent for communal property of the territorial community of Odesa.
This was discussed at a session broadcast by Intent.
As noted by deputy Oleksandr Slavskyi, this decision will unblock the process of leasing municipal property for organizations that have the right to enter into contracts without holding an auction. These include government agencies, charitable and public organizations, rehabilitation centers, etc.
The adopted methodology brings the city's regulatory framework in line with current legislation, which will allow for more efficient management of municipal property and ensure transparency of the lease procedure.
Deputy Roman Senyk said that the city council had previously delegated the right to develop and approve regulatory acts to the standing committee. The deputy explained that the law on the lease of state and municipal property defines general rates, but gives local councils the opportunity to set them at their own discretion through regulatory acts.
"Taking into account the martial law and the activities of many public organizations and charitable foundations that provide social, rehabilitation, cultural and artistic services, the city council decided to support them by reducing rental rates. This regulatory act has been worked on for almost a year, coordinated with the regulatory service and other bodies, and now it has been submitted for consideration," Senyk said.
Earlier, the Odesa City Council's Standing Committee on Communal Property, Economy, Investment and Entrepreneurship approved an updated methodology for calculating rent for the property of territorial communities.
The new version clarified the terminology, including replacing "mass media" with "media" and correcting the wording regarding the approval of rent. The names of local governments have also been clarified so that the document covers not only the city, but also regional and district councils. In addition, technical errors in the rent calculation formula that could lead to mathematical inaccuracies were corrected.
Earlier, Odesa reported problems with financing military units. They also approved plans to allocate 35 million for repairs at the city' s infectious diseases hospital. It also turned out that Odesa needs 1.5 billion for tram lines.
