Odesa Allocates ₴12.2M to Settle Debt After Court Ruling on Compass Project

Odesa Mayor Gennadiy Trukhanov has signed a decree to allocate UAH 12 million 180 thousand 988 from the general fund of the budget of the Odesa city territorial community for 2025.
The corresponding order was published by the press service of the Odesa municipality.
These funds are to be used to pay off
- principal debt in the amount of UAH 3 million 480.5 thousand;
- inflationary losses in the amount of UAH 7 million 224.2 thousand;
- 3% per annum in the amount of UAH 853,285 thousand;
- penalties in the amount of UAH 623 thousand.
This money was sued from the Odesa City Council by Compass Project, a limited liability company that in 2017 filed a lawsuit with the Odesa Oblast Economic Court against the Road Department of the Odesa City Council to recover UAH 4 million 695,900 for the work performed. The matter concerned the development of design and estimate documentation for the construction of the North-South highway of citywide significance for continuous traffic in Odesa.
Later, the company increased its requirements and demanded already: UAH 3 million 480.5 thousand of the principal debt, UAH 8 million 739.7 thousand of inflationary increase, UAH 643 thousand 895 of penalties, and UAH 962 thousand of 3% per annum.
The commercial court partially satisfied the claim - it recovered UAH 3 million 480.5 thousand of the principal debt, UAH 1 million 575.3 thousand of inflationary costs, UAH 853 thousand 571 of 3% per annum, UAH 451 thousand 131 of fines, UAH 150 thousand 541 of court fees from the Road Department of Odesa City Council in favor of the LLC, and dismissed the rest of the claim.
Subsequently, Compass Project LLC asked the court to change the claimant to Odesa Restoration Workshops LLC because it had assigned its claim to this LLC. According to the agreement between the two LLCs, the total amount of the debt obligation of the City Hall Department consisted of: UAH 3 million 480.5 thousand of principal debt; UAH 7 million 224.1 thousand of inflationary losses; UAH 853 thousand 285 thousand of 3% per annum interest; UAH 623 thousand of penalties. The court agreed with the change of the claimant.
The Odesa City Council appealed the decision and lost. The city council also paid UAH 287,489 in court fees.
According to the YouControl service, Compass Project LLC was registered in Odesa in 2008 and is now owned by Ramil Shaidulin. Meanwhile, Odesa Restoration Workshops LLC was also registered in 2008. The owner is currently Diana Bondarenko.
