Newly created commission will distribute billions of dollars of Odesa's investments

Odesa has set up a commission to prioritize and allocate city budget funds for infrastructure, social, and cultural projects. Over the next three years, more than 46 billion in investments are planned, of which more than 13 billion will be financed by the city.
The decision was made at a meeting of the executive committee of the Odesa City Council.
The commission's task will be to prioritize investments, control the use of money and ensure the city's financial stability.
The commission includes representatives of the City Council's Finance Department and is chaired by the department's director. According to the investment plan for 2026-2028, the city plans to modernize its energy infrastructure, including the construction of new generation facilities, reconstruction of the Ivanivskyi overpass, development of public transport, and road upgrades. Attention will also be paid to restoring damaged housing, repairing municipal buildings, building a children's rehabilitation center, new pumping stations, and reconstructing the Khadzhibey estuary dam.
The healthcare sector is to receive funding to modernize hospitals, purchase equipment, develop rehabilitation departments, and open a mental health center and an oncology prevention center. There are plans to upgrade educational institutions to improve the quality of education and children's safety.
Investments were also made in the construction and repair of shelters, the development of a video surveillance system, the restoration of cultural heritage sites, and support for large families, orphans, and veterans. In the sports sector, we plan to build modern complexes and a new Sports Palace.
A separate area will be the digitalization of municipal services and the development of IT infrastructure, as well as cyber security measures. In the area of environment, it is planned to manage hazardous waste, organize water disposal and regulate the number of stray animals.
The total investment for the next three years exceeds UAH 46 billion, of which more than UAH 13 billion will be financed by the local budget, and the rest will come from state and international sources.
In August, Odesa city authorities decided to take out a loan. The funds are to be used to modernize hospitals, build shelters in schools and kindergartens, develop energy infrastructure, and repair roads. The loan amount will be over UAH 623 million.
