Mykolaiv received additional funding from the budget for road repairs

Mykolaiv has redistributed the expenditures of the Department of Housing and Communal Services for 2025. Funds were reduced for housing maintenance and waste management and added to roads and utilities.
This is evidenced by the decision of the executive committee of the Mykolaiv City Council.
The executive committee decided to reallocate the expenditures of the housing and communal services department for 2025. The total budget remained unchanged, but some funds were redirected from one item to another to more effectively implement the Program for Reforming and Developing Housing and Communal Services for 2025-2029.
In particular, consumption expenditures for waste treatment, sorting and disposal were reduced by UAH 1,152,192. Less money was also allocated for the development and maintenance of the housing stock - by UAH 226,590. Instead, additional funding was allocated for the maintenance and development of roads, which received UAH 1,152,192, as well as for the operation of enterprises and organizations providing housing and communal services, which received UAH 226,590.
The Department of Finance of Mykolaiv City Council planned to make appropriate changes to the community budget for 2025, and the First Deputy Mayor Vadym Lukov was assigned to oversee the implementation of this decision.
The document states that the redistribution was carried out within the framework of the current legislation, in particular the Budget Code of Ukraine, resolutions of the Cabinet of Ministers and the Presidential Decree on martial law. The city authorities emphasized that such changes allow for more efficient use of budget funds and allocation of resources to priority areas, including road maintenance, development of housing and communal infrastructure, and stable operation of utilities that ensure the city's vital functions.
Recently, the Department of Internal Financial Control and Anti-Corruption of Mykolaiv City Council reported that back in 2019, it warned the Department of Housing and Communal Services about the risk of losing budget funds due to possible overpricing of materials during the reconstruction of Soborna Square. During the audit of the estimates, it was found that prices for certain material resources were likely overstated.
