Kherson executive committee spent 40 million from the budget: most of it on salaries

In 2025, the executive committee of Kherson spent almost 40 million hryvnias, most of which was spent on salaries and social contributions. The financial statements for 2020 recorded losses of more than UAH 760 thousand with an income of more than UAH 66 million.
This is evidenced by the data from the Public Finance Register of the Open Society Foundations.
In 2025, the Executive Committee of the Kherson City Council used UAH 39.9 million from the city budget. The largest share of expenditures - UAH 27.5 million (68.9%) - was spent on employee salaries and compensation payments. Another UAH 6.95 million (17.4%) was spent on unified social tax payments.
Among other expenses: UAH 1.9 million was spent on the purchase of items, materials and equipment, more than UAH 1.2 million on personal income tax, and UAH 343 thousand on military duty. The executive committee also paid over UAH 720 thousand in court judgments. Other items include payment for services (UAH 314 thousand), utility costs (UAH 183 thousand), and gas payments (over UAH 109 thousand).
The committee's financial statements for 2020 show income of over UAH 66.4 million with a net loss of over UAH 760 thousand. At that time, the executive committee's assets amounted to 14.1 million hryvnias, and its liabilities were only 218 thousand. The number of employees was not specified.
During the first five months of 2025, the executive committee of the Kherson City Council allocated more than UAH 3.5 million for various procurements from the local budget. Despite the war and limited resources, the executive committee continued to spend money on a wide range of needs: from purchasing fuel for official cars to detergents, office paper, household goods, and maintenance of premises.
The procurement list includes both mandatory and secondary items, which demonstrates a rather routine approach to the management of budget funds even in wartime.
In 2024, the municipal enterprises of Kherson City Council purchased vehicles, fuel, and building materials. Intent analyzed which utilities spent the most and what they used the budget money for.
