Instead of housing in Odesa, orphans were to be given money

Amendments to the city program for providing housing for orphans, children deprived of parental care, persons from among them and large families raising five or more children for 2023-2025, which are proposed to be considered at the next session of the city council, provide for the abandonment of the purchase of housing by the city council.
As Oleh Etnarovych explained during a meeting of the Standing Committee on Education, Sports and Interaction with Public Organizations of the Odesa City Council, the plan is to start providing orphans with money to buy their own housing instead.
"We have been placing ads for several years, trying to buy these apartments ourselves, but the conditions we proclaim are that they should be small one- or two-room apartments already renovated, and no one wants to deal with the budget on such conditions. So we decided to change the mechanism of providing this assistance," the MP said.
The compensation is planned to be paid on the basis of state-approved estimates. After receiving the compensation, the MPs believe that people will be able to buy housing on the secondary market on their own. It is assumed that after purchasing an apartment for this compensation, the buyer will not be able to sell it for 10 years. This restriction should prevent an orphan from buying an apartment, selling it, and being left on the street again.
In April, the executive committee of the Odesa City Council decided to establish a city commission to prepare proposals for housing for orphans.
Earlier, Intent wrote that during the Standing Committee on Education, Sports and Cooperation with Public Organizations, they discussed the problem with the implementation of the program of providing housing for orphans and children deprived of parental care due to the reluctance of developers to cooperate with the budget.
The city council explained that the housing program used to work quite effectively: apartments were purchased through district administrations for those on the waiting list. However, since 2021, this process has effectively stopped. The reason was the refusal of developers to work with budgetary institutions, especially when it comes to housing at the final stage of construction.
Developers avoid such deals because of bureaucratic difficulties and requirements for housing - it must not only be commissioned but also fully renovated. They are also scared off by possible delays in payment.
