Early resignation, budget and integrity of officials: regular session of Mykolaiv City Council

On Thursday, July 31, Mykolaiv City Council is scheduled to hold a regular session in the format of a video conference.
The relevant order was published on the council's website and signed by Mayor Oleksandr Senkevych.
"To convene the regular forty-sixth session of the Mykolaiv City Council of the VIII convocation on July 31, 2025 at 11:00 a.m.," the resolution reads.
The agenda includes three blocks of issues:
- budgetary
- current issues
- land issues.
According to the draft decisions, the deputies will be asked to increase the revenue side of the budget of the Mykolaiv city territorial community by UAH 293.2 million by increasing the volume of interbudgetary transfers. At the same time, expenditures will be increased by UAH 320.8 million. The elected representatives will also have to approve the list of jurors of the Central District Court of Mykolaiv, approve the waste sorting entity in the city, and support the integrity plan (anti-corruption policy framework) of the Mykolaiv City Council.
In addition, Tetyana Kravchuk, a deputy from the banned pro-Russian Shariy party, has to resign from her mandate.
Like the previous sessions, this one will be held remotely, via video conference. The live broadcast will be available on the city council's YouTube channel and its official website. However, the city authorities do not explain why the session will not be held in person once again. It is worth noting that this format makes it impossible for voters to check the personal voting of deputies for certain decisions.
The last, 45th session of Mykolaiv City Council lasted from June 4 to July 17 with numerous breaks. The agenda included more than 200 issues, including 177 land issues, 26 current issues, and one budget issue. Thus, the deputies supported the liquidation of Mykolaiv Municipal Academic College, an appeal to the Verkhovna Rada regarding changes in the education sector, and increased the authorized capital of MykolaivParks to UAH 100 million.
In addition, the city council approved two comprehensive programs: support for defenders and their families for 2024-2026; and reform and development of housing and communal services for 2025-2029. The latter provides funding in the amount of over UAH 65.9 billion, most of which is from the city's local community. The program covers both the current maintenance of housing and communal services and the elimination of the consequences of the armed aggression of the Russian Federation.
