Budget of annual program to support defenders increased in Izmail

At a meeting on May 28, the Executive Committee of the Izmail City Council decided to amend the city's social support program for defenders for 2025.

An Intent correspondent writes about this with reference to decision No. 436.

The reason for the adjustments is "the implementation of measures to perpetuate the memory of the fallen soldiers, taking into account the proposal of the families of the fallen." This refers to the arrangement of a "people's" memorial on Victory Square and the inclusion in this year's program of a part of the funds for the construction of a capital structure in the northern part of the square - the Alley of Glory - in the amount of UAH 5 million.

UAH 98,000 is planned to be spent on the installation of memorial signs and plaques on the lawn, where flags with the names of fallen soldiers have already been installed. Another 60 thousand hryvnias are reserved for "the implementation of measures to memorialize the fallen defenders." The city department of labor and social protection is designated as the administrator of this amount and the contractor.

Let us recall other items of expenditure that have already been specified in the program. Thus, 970 thousand hryvnias from the total budget are earmarked for the installation of gravestones on the graves of the military. UAH 600 thousand is to reimburse the Izmail City Funeral Service for the cost of burial expenses.

UAH 374.5 thousand will be invested in the production and installation of memorial plaques on the buildings of general secondary education institutions of the Izmail city territorial community, where the fallen studied, during the year.

The rest of the expenditure items are intended to provide support to the defense sector. In particular, 300 thousand hryvnias are budgeted for the program to transport injured servicemen to medical facilities for examination, including the regular military medical commission.

3 million 130 thousand hryvnias are allocated to provide monthly assistance in the amount of 5 thousand hryvnias to the families of fallen (deceased) defenders and families of servicemen who died or went missing while on military service. Another UAH 960 thousand will be allocated for a monthly allowance of UAH 2 thousand to persons with war-related disabilities from among the ATO/JFO participants, defenders

UAH 5 million 825 thousand will be distributed by the community to provide targeted financial assistance. The following key areas have been identified:

- to partially cover the cost of treatment and purchase of medicines;

- purchase of prosthetics, hearing aids, pacemakers, and hygiene products;

- partial payment for dental prosthetics;

- partial repayment of utility bills;

- purchase of solid fuel and liquefied gas;

- for the purchase of construction materials and housing repairs;

- in special cases due to a difficult life situation;

- other social support measures.

As stated in the document, assistance is provided to solve social and domestic problems during martial law in connection with the armed aggression of the Russian Federation against Ukraine to persons from among

  • defenders of Ukraine and members of their families;
  • Families of fallen (deceased) defenders (before acquiring the status in accordance with the legislation of Ukraine);
  • Families of military personnel who died or went missing during military service (before acquiring the status in accordance with the legislation of Ukraine).

The final point of the program includes 15 thousand hryvnias for the creation of a veteran space in the community as a center of social contacts and public dialogue between war veterans and local authorities. The goal is to socialize war veterans through informal communication, business counseling, individual and group mental health care, and legal advice. By the way, on May 25, 2025, the veteran-volunteer space was opened on the basis of the educational building of the Izmail State University of the Humanities on Myru Avenue. It was initiated by the public organization "South Ukrainian Movement of Veterans and Volunteers" headed by volunteer Kateryna Izmailova.

The total amount of funding for the entire program from the city budget, including the arrangement of the memorial and the Walk of Fame, amounted to UAH 12 million 90 thousand.
