A medical facility in Mykolaiv is planning renovations costing one million hryvnias

The Mykolaiv City Council’s municipal nonprofit enterprise “Primary Health Care Center No. 2” has announced a procurement for routine repairs to six outpatient clinic facilities at 126 Kosmonavtiv Street. The estimated cost of the work is 1 million 14 thousand 170 hryvnias.
The relevant information has been published on the Prozorro electronic public procurement system.
The repairs will be carried out in rooms No. 174, 175, 177, 178, 180, and 181. According to the technical specifications, the contractor must remove the old doors, baseboards, linoleum, light fixtures, electrical wiring, and plumbing fixtures. This will be followed by the installation of new metal-plastic doors, the installation of drywall structures, painting the walls, laying ceramic tile, installing new flooring and a suspended ceiling, and replacing the electrical wiring, lighting, outlets, light switches, sinks, and water supply pipes. The project also includes the installation of two water heaters and the removal of construction debris.
The procurement is being financed from the company’s own budget, which is funded by proceeds from its business operations. The sole criterion for evaluating bid proposals is price. The work must be completed by October 31, 2026. Payment is scheduled to be made after acceptance of the completed work in accordance with KB-2v and KB-3 certificates, and the warranty period for the repairs will be three years.
Two bidders submitted proposals for the procurement: sole proprietor “Vyacheslav Usaty, ” who offered to perform the work for 939,500 hryvnias, and sole proprietor “Denis Astremsky,” with a bid of 1,009,500 hryvnias. However, the contracting authority rejected both bids, noting that they did not meet the terms of the technical specifications or other requirements of the tender documentation.
To participate in the bidding process, the contracting authority required bidders to confirm their experience in performing similar repair work, the availability of qualified personnel—including a cost estimator, an electrician, a tiler, and other specialists—and to provide documents confirming their qualifications.
As a reminder, the Capital Construction Department of the Mykolaiv City Council announced a tender for the major renovation of the cafeteria at Lyceum No. 3 on Chkalov Street. More than 27.5 million hryvnias are planned to be spent on the work. The project will be implemented as part of the Ukraine Facility program, co-financed by the European Union.
