Odesa allocates 36 million for hospitals and orphanages

Odesa has increased funding for the city's Health program for 2024-2026. This will support hospitals, orphanages, and the development of rehabilitation programs for children.
The decision to update the program was considered at a meeting of the Standing Committee on Health of the Odesa City Council.
On April 16, 2025, the Odesa City Council adopted decision No. 2962-VIII on amendments to the City Target Program "Health" for 2024-2026, approved earlier by decision No. 1639-VIII of November 29, 2023. The amendments concern the clarification of the program activities, funding amounts and updating of key documents - the program passport, resource provision and areas of activity. Control over the implementation of the decision is entrusted to the Standing Committee on Health Care of the Odesa City Council.
According to members of the commission, a significant part of the changes concerns support for baby homes. In 2025, UAH 1.4 million has been allocated for these institutions, and monthly payments of UAH 2.5 thousand are planned for employees. Funding for the teaching staff of orphanages has been increased by UAH 2.34 million in 2025, and by UAH 6.43 million in 2026-2028. In addition, three city hospitals were allocated an additional UAH 31.3 million, which in total increased the total funding for the program for 2025 by more than UAH 36 million.
One of the commission members asked whether the additional funding was allocated at the expense of deputies and received confirmation that some of them had indeed donated their money to the program. This, in turn, made it possible to make adjustments to the program.
In addition, the commission members emphasized the importance of implementing rehabilitation measures in medical institutions, including daily professional speech therapy for children with speech problems. One of the tasks identified was systematic work on the preparation and support of rehabilitation programs for children's health care facilities.
At the same time, in 2024, the Capital Construction Department of the Odesa City Council tried seven times to find a contractor to repair the apartment of an orphan affected by a fire. According to Larysa Yanushkevych, deputy director of the department, the problem is that the expected cost of the procurement is too low, which does not attract large companies, and those who do apply cannot provide all the necessary documents.
