On September 15, the second meeting of DEC #139 was held. It was chaired by the new deputy head of the commission Olena Marushchenko (PR) (she replaced Pavlo Lypnyagov), as the head Oksana Hushkan (Ukraine of the Future) refused to perform her duties, although she was present at the meeting.
Olena Marushchenko began by making an announcement: "Pavlo Lypniagov left no documents, there are no decisions, no minutes, no logbook, only three boxes with the seals of the precinct commissions that Lypniagov received. She also read out the report of the commission's secretary, Olena Isayeva, in which she reported on the transfer of the keys to the safe: the former deputy chairman handed her the keys on the move, at the entrance to her house. No one was able to see the minutes of the last meeting, again, because they were not available.
Four new DEC members took the oath of office, replacing the representatives of the Party of Regions, the Green Party of Ukraine, the PPU and the PR (from the parliamentary faction). It should be noted that two former members, Pavlo Lypnyagov and Valentyna Mykhaylyuk (ROM), were replaced without warning.
A schedule of duties was drawn up, the working hours were determined - from 9.00 to 18.00, and the commission was introduced to an IT specialist and a lawyer with whom a contract was signed.
The changes in the commission are apparently not yet complete: the DEC chairman is still waiting to be replaced. Let's hope that the misunderstandings with the documentation are over and will not be repeated in the commission's future work.
After the meeting was over, it turned out that the former deputy chairman had left the package of documents with the accountant, as one of the commission members told Vyborychkom's correspondent. But it has not yet been established whether all the documents were there.
