President of Ukraine Volodymyr Zelenskyy has signed a decree enacting the decision of the National Security and Defense Council of Ukraine to impose personal special economic and other restrictive measures against a number of Russian companies.
This refers to Decree No. 231/2026 of March 10, which enacts the NSDC decision of March 6, 2026. The document provides for sanctions against legal entities associated with the Russian Federation.
As stated in the decision, the sanctions were proposed by the Security Service of Ukraine and supported by the National Security and Defense Council. They include blocking of assets, complete cessation of trade operations, restriction of transit of resources through the territory of Ukraine, prevention of capital outflows abroad, and suspension of economic and financial obligations.
In addition, the restrictions include the termination of licenses and permits, a ban on participation in privatization and public procurement, a ban on the transfer of technology and intellectual property rights, and a ban on the entry of vessels and aircraft associated with the sanctioned companies into Ukrainian ports and airspace.
Eleven Russian companies were included in the sanctions list. Among them are Massandra, as well as BP-Service, Aerocon, Greencrane, Welding of Bridge Structures - Master, Kranmashstroy, Management of Mechanized Works-South, Neva, Paritet, Stroyservice, and Modern Construction Technologies.
Some of the sanctions were imposed for an indefinite period, while some restrictive measures will remain in force for ten years.
The Cabinet of Ministers of Ukraine, the Security Service of Ukraine and the National Bank of Ukraine were instructed to ensure the implementation and monitoring of the effectiveness of the sanctions. At the same time, the Ministry of Foreign Affairs of Ukraine was instructed to inform Ukraine's partners, including the European Union and the United States of America, about the restrictions imposed and to initiate the application of similar sanctions.
