The right to repair roads in Khadzhybeyskyi district of Odesa was given without an auction

The municipal enterprise "City Roads" conducted a procurement to select a company that will be paid for the maintenance of the street and road network of the Khadzhybey district of Odesa.
According to the Center for Public Investigations, the relevant announcement was published in the Prozorro electronic procurement system.
The procurement was held on April 18 in the format of open bidding with individuals and the only participant was the European Roads of Ukraine Limited Liability Company. The company expects to receive UAH 6 million 984.7 thousand. For this money, if the agreement is concluded, the company will have to eliminate potholes using the jet method by November 1, 2026. The total length of the roads that will be under the company's supervision after the deal is signed reaches 184 kilometers.
According to the YouControl service, European Roads of Ukraine Limited Liability Company was registered in 2016 in Odesa. The company is currently owned by Denys Mykhailiuk, a resident of Odesa.
This is the company's second tender since the beginning of the year, which it has won in Odesa without an auction. In March, the Road Department of the Odesa City Council signed an agreement with European Roads of Ukraine LLC for the maintenance of the street and road network of municipal property in Odesa. It was about Serednofontanska Street and Fontanska Road for UAH 5 million. That procurement was also conducted in the format of an open tender with a special feature, and the company was the only participant.
Earlier, the Capital Construction Department of the Odesa City Council held a procurement to select a company to pay for the overhaul of the roof of building No. 8 of the City Clinical Hospital No. 11. The auction was held on April 14 and was attended by two companies: Interbud Construction Company Limited Liability Company and Apus Private Enterprise. The winner was the company that agreed to work for UAH 27 million 879.6 thousand.
