The Kherson region has one of the lowest rates of "shadow businesses" in Ukraine

Only 13 companies from the Kherson region are members of the State Tax Service’s “White Business Club”—the second-lowest figure in Ukraine after the Luhansk region.

This is according to OpenDataBot data for September 2026.

Companies and sole proprietorships that demonstrate transparency, pay their taxes in good faith, file reports, and have no ties to Russia are admitted to the Club.

According to OpenDataBot’s data as of September 2026, 13 companies from the Club are registered in the Kherson region. Only the Luhansk region has fewer—2—while the Donetsk region has 29 such companies.

In the Odesa region, there are 384 companies and 32 sole proprietorships from the Club registered. In the Mykolaiv region, there are 199 companies and 10 sole proprietorships.

Among the largest companies added to the list is “Sandora” from Mykolaiv Oblast, with revenue of 7.5 billion hryvnias as of the end of the second quarter of 2026.

In total, the White Business Club currently has 9,706 members. Over the quarter, their number increased by 455, or 5%.

The vast majority of members are companies. There are 9,132 of them on the list, or 94%. Another 574 members are sole proprietorships.

Over the quarter, the Club’s membership underwent a significant overhaul—1,656 companies were added to the list, while 1,206 left. Among those who joined, 982 companies, or 59%, entered the Club for the first time.

Among the large companies that left the Club, “Smart Intelligent System” had the highest revenue—12.9 billion hryvnias. Also leaving were “Druzhba-Nova” (Kernel Financial Group) with 5.7 billion hryvnias, “Avantage-7” (the Avantage7 gas station chain) with 5.3 billion hryvnias, "Nizhyn Fat Processing Plant"—5.1 billion hryvnia, and "Dniprostal-Energo"—4.6 billion hryvnia.
