The Izmail community approved an investment plan totaling 204 million

A medium-term public investment plan has been approved in Izmail, Odesa Oblast. The largest portion of funding over the next three years is planned to be allocated to roads and housing.

The decision was adopted by the executive committee of the Izmail City Council.

The community’s medium-term plan for priority public investments covers the years 2027–2029.

According to the document, the estimated total amount of public investments for the three-year period is 203 million 996 thousand hryvnias.

All of these funds are currently allocated in the community’s budget:
• In 2027, 85.4 million hryvnias are projected for public investments, 
• 64.6 million in 2028, 
• in 2029—53.9 million hryvnias.

The largest amount will be allocated to transportation and postal services—86.4 million hryvnias. Of this amount, 35.2 million hryvnias are allocated for both 2028 and 2029, and 16 million for 2027.

Housing will be the second-largest allocation—63.3 million hryvnias. In 2027, 29 million is allocated for this purpose; in 2028, 22.3 million; and in 2029, 12 million hryvnias.
A total of 28.82 million hryvnias is planned for healthcare over the three-year period. The bulk of these funds—23.6 million—is allocated for 2027.

An additional 12.2 million hryvnias is earmarked for municipal infrastructure and services, specifically the restoration, development, and modernization of centralized water supply and wastewater systems.

The budget allocates 6.3 million hryvnias for culture and information, 5.19 million for education and science, and 1.78 million hryvnias for energy.

 

Roads to ports, housing restoration, and shelters

 

The plan identifies seven priority sectors for public investment: healthcare, housing, municipal infrastructure and services, transportation and postal services, education and science, energy, and culture and information.

In the transportation sector, the priority is the development and restoration of roads leading to port facilities. Investments in the housing sector should be directed toward the restoration of apartment buildings damaged as a result of Russia’s armed aggression, as well as providing housing for people whose property has been destroyed.

In the education sector, funds are planned to be used to create a modern and safe educational environment. Among the identified tasks are improving fire safety, equipping shelters, and constructing a radiation shelter. The energy sector aims to supply critical infrastructure and community social services with renewable energy sources.

In the cultural sector, one of the identified tasks is to create a memorial complex to honor the memory of Ukraine’s fallen defenders and preserve the historical memory of their heroic deeds.

Energy efficiency, digitalization, climate change response, gender equality, and accessibility have been identified as separate cross-cutting goals of the plan. The document notes that these principles should contribute to the creation of a safe environment with efficient and reliable infrastructure. The plan also takes into account the requirement of the Budget Code of Ukraine to allocate at least 70% of public investments toward continuing or completing projects and programs that have already been initiated. Prior to the plan’s approval by the executive committee, the Izmail Community Investment Council reviewed and approved the draft resolution.
