The contract to repair five kilometers of road in the Mykolaiv region for half a billion was awarded to a company from Odesa

The Infrastructure Restoration and Development Service in the Mykolaiv Region conducted a procurement process to select a contractor to be paid for the major repair of the R-55 Odesa–Voznesensk–Novyi Bug public highway of national importance.
The corresponding announcementwas publishedon the Prozorro e-procurement system.
The procurement was conducted as an open tender with specific conditions, and there was only one participant—the limited liability company “Avtomagistral-Pivden.” If the agreement is signed, the company expects to receive 549,718,900 hryvnias for this project.

According to theYouControl analytical system, until September 2022, “Avtomagistral-Pivden” was owned by Odessa residents Valery Korotkov and Oleg Nalyvany. Currently, the ultimate beneficiaries are listed as Oleksandr Boiko and the Austrian companyEP Construction Holding GmbH.
The company regularly wins tenders for road repairs worth hundreds of millions without any competition in the Odesa, Mykolaiv, and other regions. For example, in July, “Avtomagistral-Pivden” received yet another major contract without a competitive bidding process from the Infrastructure Restoration and Development Service in the Odesa region. The project involved constructing asphalt-concrete access roads to the sites where a temporary bridge across the Dniester River is to be built in the villageof Mayaki. The contract is worth 126.4 million hryvnias.
