Insolvency officer Tetiana Kolmykova has put up for auction the property of Ukrbudspetstekh Limited Liability Company, which consists of 49,210 shares of the private joint-stock company Football Club Chornomorets.

The relevant announcement was published in the Prozorro.Sale system.

The total nominal value of the shares is UAH 49 million 210 thousand, but the starting price of the auction is UAH 39 million 368 thousand. In addition, this is a hybrid Dutch auction, which means that at first the participants will lower the starting price until one of them stops the decline. Then there is a stage of closed bids: other participants can offer a price higher than the fixed price, in the format of a classic auction. The winner is the one who offered the highest amount. However, the bidder who stopped the decline in the first stage has the right of last resort and can outbid the opponent in the third stage.

The auction starts even without participants, as it is possible to join after the start. It is used to sell assets whose market value is difficult to determine: overdue loans, property of bankrupt banks, or in the case of unsuccessful English auctions.

This is the case of the former joint-stock company FC Chornomorets, which in 2004 received permission for a comprehensive reconstruction of the streets near the Privoz market and built the so-called Klimovskyi Quarter there. It was named in honor of Leonid Klimov, the then president and owner of FC Klymov.

According to the YouControl service, Ukrbudspetstekh LLC was registered in 2002, and its founders included PJSC FC Chornomorets and the owner of the bankrupt Imexbank, former MP Leonid Klimov.

In December 2020, the Commercial Court of Odesa Region opened bankruptcy proceedings against the Private Joint Stock Company Football Club Chornomorets.
