Romania takes control of Giurgiulesti port near Odesa region

Romania has finalized a strategic deal to acquire the operator of the Giurgiulesti International Port, opening a new stage in the development of logistics in the Black Sea region. The investment should strengthen the role of the port of Constanta and create new opportunities for trade, in particular in the context of Ukraine's reconstruction.
This was reported by the press service of the Romanian Government.
The Romanian government has announced the completion of a deal under which the National Company "Administration of Seaports" JSC Constanta acquired ICS Danube Logistics, the operator of the International Port of Giurgiulesti, from the European Bank for Reconstruction and Development.
The deal is expected to strengthen the port of Constanta's position as a key transportation hub in the Black Sea region. The goal is to create new logistics routes between the European Union and neighboring countries in the changed geopolitical situation.
The Romanian side has already announced its intention to invest in the development of the Giurgiulesti port - to modernize the infrastructure, increase its capacity, and expand its functionality. This should increase the importance of the port not only for the region but also for the Danube basin.
It is also emphasized that the port of Giurgiulesti can play an important role in the future reconstruction of Ukraine, in particular as a logistics hub for the transportation of goods and resources.
The deal also has an economic effect for Moldova: the port accounts for more than 70% of the country's water cargo flows, and its development will help to ensure stability of supplies and strengthen trade ties with Romania.
The acquisition process lasted several months: the agreement was signed at the end of 2025, approved by the shareholders of the port of Constanta in February 2026, and in March the Moldovan parliament adopted the necessary legislative changes.
In January, the Romanian government announced the acquisition of 100% of Danube Logistics, the operator of the Giurgiulesti International Free Port in the Republic of Moldova, from the European Bank for Reconstruction and Development (EBRD). Romania plans to invest over EUR 24 million in the modernization and development of the port infrastructure.
