As of November 2026, 26 real estate agents in the Odesa region held valid certificates from the Association of Real Estate Professionals of Ukraine (AFNU). This represents about two percent of the total number of certified professionals in Ukraine.

This is according to data from the OpenDataBot platform.

According to information from the UREA, there are currently 1,252 valid certificates in the national Registry of Certified Real Estate Agents. With 26 certified experts, the Odesa region ranks in the middle among Ukraine’s regions. In this regard, the region lags significantly behind the capital, where 226 certified real estate agents are active, but it outperforms the neighboring Mykolaiv and Kherson regions.

In total, there are over 77,000 individual entrepreneurs registered in Ukraine who operate in the real estate sector. However, less than 1% of them hold valid AFNU certificates. The reason is that the relevant KVED code covers not only services related to the purchase or rental of housing but also other areas of real estate work. Furthermore, holding a certificate is not yet a mandatory requirement for working as a real estate agent.

The market situation may change if Bill No. 16145, which has been registered with the Verkhovna Rada, is adopted. The bill proposes introducing mandatory training for real estate agents, passing exams, obtaining an official certificate, and conducting all payments for services exclusively via non-cash transactions based on contracts.
