Odessa has decided who will provide meals for schoolchildren at a cost of 302 million

The funding and administrative centers for educational institutions in three districts of Odesa have selected companies that will be paid a total of over 302 million hryvnias to provide meals for students.
As the Center for Public Investigations discovered through the Prozorro e-procurement system, this currently involves the Primorsky, Peresypsky, and Kyivsky districts of Odesa.
The tender to selecta caterer for schoolchildren in the Khadzhibey District, with an expected procurement cost of 84,473,400 hryvnias, is scheduled to take place on August 22.
Thus,the most expensive tender wasfor providing meals for schoolchildren in the Peresypsky District—109,972,000 hryvnias. This tender was awarded without competition to the limited liability company “Fabrika Smaku.”
It also won the tender for similar services for schoolchildren in the Primorsky District. The companywon this contract without anycompetition as well. Meanwhile, in the Kyiv District, the private enterprise “Ration Group” secured the right to provide meals for children without any competition; the company expects to receive 93,823,700 hryvnias.
According to the YouControl service, “Fabrika Smaku” LLC was registered in May 2015 with a registered capital of 1,000 hryvnias. The company’sowners are Ihor Levinson and Dmytro Nikitin.
“Ration Group” was registered in 2019 with a statutory capital of over 89,000 hryvnias. The owner and director of the privateenterprise is Maksym Yatsenko.
Thetwo companies have effectively divided the city in half. “Fabrika Smaku” regularly wins tenders in the Primorsky and Peresypsky districts, while “Ration Group” wins tenders in the Kyivsky and Khadzhibey districts.
