Odessa-based contractors have agreed to spend more than 5 million on renovating the police station in Izmail

The Main Directorate of the National Police in the Odesa Region awarded a contract worth 5.2 million hryvnias—for the next phase of major repairs to the Izmail Police Department and its detention facility—to the Odesa-based company “RSK Odesa” without a competitive bidding process.
The first attempt to find a contractor failed, as an Intenta correspondent learned from an announcement published in the Prozorro electronic procurement system.
The project involves renovating the police administrative building and Temporary Detention Facility No. 9. Funding for the project will come from the general fund and the City Program to Support Ukraine’s Security and Defense Sector, approved by the executive committee of the Izmail City Council.
The contract with the contractor stipulates that all work must be completed by December 30, 2027.


Specifically, by the end of this year, the client will pay the contractor nearly 3 million of the total amount, including 2.5 million from the general fund, with the remaining 449,400 hryvnias coming from the Izmail budget. Another 2.3 million will be paid to the contractor next year.
According to the technical specifications, the second phase of the renovation includes the refurbishment of stairwells, hallways, and restrooms. Specifically, the plan includes replacing wall and ceiling finishes, painting the stairwells, removing the old flooring and installing new ceramic tiles, as well as installing metal security grilles on the windows.
A separate set of works involves the renovation of restrooms on the second and third floors. There, plumbing fixtures, piping, ventilation systems, and door frames will be replaced; electrical work will be performed; and new light fixtures will be installed.
According to the analytical service YouControl, RSK Odessa LLC was registered in Odesa in 2017. Its primary activity is the construction of residential and non-residential buildings. The company’s director is Oleksandr Derevianko, and the owner and ultimate beneficial owner is Yulia Savshak, who holds a 100% stake. The company’s authorized capital is 4.5 million hryvnias.
In 2026, the company received contracts totaling 5.7 million hryvnias from the Main Directorate of the National Police in the Odesa region, 960,000 hryvnias from the Southern Branch of the State Enterprise “Administration of Seaports of Ukraine,” and 1.8 million hryvnias from the Social Services Center of the Odesa City Council.
In June 2026, the Main Directorate of the National Police in the Odesa region had already attempted to find a contractor to renovate the police station building in Izmail, but at that time the cost of the work was slightly higher, totaling over 5.6 million hryvnias. The bidding process did not take place due to a lack of bidders.

The first and third phases of construction have already been fully completed, and the current tender specifically concerns adjustments to the second phase. The renovation of the Izmail District Police Station building has been underway since at least 2023. During this time, over 35 million hryvnias have already been allocated for various stages of the major renovation—from the complete replacement of utilities to the renovation of the roof, bathrooms, and interior spaces.
