Odesa Region Reveals Number of Millionaires

In the Odesa region, 1,838 citizens reported tax liabilities totaling more than 1 million hryvnias based on last year’s results. Among them, three are required to pay more than 10 million hryvnias each to the budget, and one resident of the region reported tax liabilities exceeding 100 million hryvnias.

This was reported by the Main Directorate of the State Tax Service in Odesa Oblast.

In total, from January through July 2026, residents of the region filed over 11,000 declarations of assets and income. In these declarations, citizens reported 14.6 million hryvnias in income received in 2025. This is 1.8 million hryvnias more than during the same period last year.

Based on the results of these declarations, citizens determined that they owe 379.2 million hryvnias in personal income tax and 215.7 million hryvnias in military tax.

The largest amount of tax liabilities among filers was reported by a resident of the Odesa region—241.3 million hryvnias to the budget.

In addition to paying taxes, some citizens exercised their right to a tax credit. Over the course of seven months, 3,516 people filed the relevant tax returns. The total amount of personal income tax to be refunded to them from the budget is 21.4 million UAH.

The tax authority reminded taxpayers that citizens who incurred expenses provided for by law during the year are eligible for a tax credit. Documents to claim a tax credit for expenses incurred in 2025 may be submitted until December 31, 2026.

Previously, the Odesa region ranked fifth in Ukraine in terms of the number of new sole proprietors. The number of new sole proprietors who registered in the first quarter of 2026 in Ukraine reached 63,555, of which 4,542 were in the Odesa region.

In turn, the Odesa region ranked fourth in terms of the number of sole proprietorships that closed—3,730 sole proprietorships closed in the region during the first quarter.
