Odesa ranks second in terms of the number of sanctioned companies

Analysts at the YouControl R&D Center have found that as of March 2026, 8,492 legal entities from 77 countries are under sanctions by the National Security and Defense Council, and most of the Ukrainian companies under sanctions are registered in Kyiv, Odesa, and Lviv regions.
According to the Center's research, there are 17 such companies in Odesa region.
For comparison, there are three in Kherson and Mykolaiv regions. Lviv region is in third place in Ukraine, with 12 sanctioned companies. However, the leader is undoubtedly the capital, with 111 such legal entities.
In contrast, no companies under NSDC sanctions were found in Vinnytsia, Ivano-Frankivsk, Luhansk, Sumy, Ternopil, Khmelnytsky, and Chernihiv regions.

The overwhelming majority (7,444) of companies under NSDC sanctions are registered in the Russian Federation. Among other countries, Cyprus (234), Ukraine (197), China (179), Belarus (158), and Iran (93) have a significant number of sanctioned legal entities.
Most of the Ukrainian companies sanctioned by the National Security and Defense Council are involved in trade (67), information and telecommunications (40), and construction (29). Seven companies are associated with the organization of gambling.
For most companies, sanctions are imposed for 10 years, which is more than 73% of all legal entities investigated (6,225). Another 1,228 companies have been sanctioned for 5 years, and 641 companies have been sanctioned for 50 years. Indefinite sanctions have been imposed on 264 companies. The 3-year sanctions have been imposed on 118 companies, and 9 years on 13 legal entities. Only one company has a fixed term of 30 years: Rika-More Management Company LLC from Russia.
For two airlines - Moldova's JET4U S.R.L. and Portugal's JET4U LDA - the NSDC sanctions will not be valid for a specific period, but until a certain event occurs. They were imposed for flights to Russia and the temporarily occupied territories of Ukraine in violation of the law. The sanctions will last until the end of the occupation of Crimea or until the European Court of Human Rights' judgment in Ukraine's case against Russia for damages for the annexation of the Crimean peninsula comes into force.
