Mykolaiv budget to be redistributed: what will be financed in 2026

Mykolaiv plans to amend the budget of the city's territorial community for 2026. The relevant draft has already been approved at a meeting of the specialized budget commission.
As it became known during the commission's meeting, budget revenues are proposed to be approved at UAH 6.649 billion, while expenditures will amount to UAH 6.835 billion.
During the intersessional period, the community received a number of intergovernmental transfers, including
- over UAH 125 million for additional payments to teachers,
- almost UAH 140 million for housing repairs under the HOPE project,
- funds for inclusive education, student nutrition, and infrastructure restoration.
Separately, UAH 294.8 million is provided for public investment. The largest expenditures will be allocated to:
- municipal infrastructure - over UAH 85 million
- healthcare - over UAH 73 million
- education and science - over UAH 67 million
- transportation - over UAH 41 million.
During the discussion, the deputies drew attention to the risks of project cost increases and the need to complete the projects already underway. In total, funding is provided for 39 projects, most of which are transitional.
They also raised the issue of electricity supply to the houses on Zavodska Street, which were previously connected to the port's networks. Due to the changes, they plan to reconnect them to other networks to avoid outages.
The final decision on the budget amendments is to be made at the city council session on March 26.
As Intent previously reported, deputies of the Mykolaiv City Council approved protected budget items for 2026 during a session on December 30.
Mayor Oleksandr Senkevych said that they wanted to consider "protected items" and priority expenditures first, and then consider capital expenditures. However, it turned out that even the first part of the budget lacks funds. Therefore, the deputies will also appeal to the Verkhovna Rada to provide a subvention so that the city can survive the next year. Also over the weekend, it became known that the city would receive a subvention of more than UAH 267 million. Therefore, the amount in the budget is higher than in the previous draft.
The fact is that the city 's projected revenues of UAH 5.46 billion cover only 82% of the necessary expenses. Therefore, more than UAH 1 billion of additional subvention was requested from the state budget. "37 deputies voted in favor.
