MP's firm wins 400 million tender in Odesa region twice without auction

Berezivkaagroshlyakhbud LLC, a company owned by Odesa Regional Council deputy Prince Khachatryan and his relative Robert Khachatryan, has won the right to maintain the roads of Berezivka district until the end of 2027 without competition for the second time.
According to the Center for Public Investigations, the Local Road Service published the relevant announcement in the Prozorro e-procurement system.
The company will receive UAH 398 million from the budget for this contract. The auction was held in the format of open bidding with special features, and the Khachatryans' firm was the only participant.
This is the second time that the Local Road Service has held this tender: in early May, the procurement was also held in the format of open bidding with special features and also with a single participant - Berezivkaagroshlyakhbud LLC, but on May 27, the procurement was canceled due to the inability to eliminate the identified violations of the legislation in the field of public procurement. It was about technical errors in Annex 10 to the tender documentation, namely: there was a double table.
In March 2026, the Balta Blagoustriy Municipal Institution of the Balta City Council of Odesa Oblast conducted a procurement to select a contractor to pay for the maintenance of the city's roads. The procurement was conducted in the format of an open tender with special conditions, and the only participant was Berezivkaagroshlyakhbud Limited Liability Company. The company expects to receive UAH 13 million 296.1 thousand. It will carry out repairs until August 31, 2026.
In Odesa region, the company has repeatedly become the only bidder in tenders. For example, in November 2025, the State Enterprise "Local Road Service" held a tender to select a company that would be paid for the operational maintenance of public roads of local importance in Podil district.
