MP's company wins 36 million road tender in Odesa

The Odesa utility company City Roads held a procurement to select a contractor who will be paid to restore the road surface after emergency repairs to heating networks in the city.
According to the Center for Public Investigations, the relevant information is available in the Prozorro electronic procurement system.
The procurement was conducted in the format of an open tender, and the only participant was Rostdorstroy Limited Liability Company. The company expects to repair the city's roads by December 31, 2026, for UAH 36 million 464 thousand.
According to YouControl, Rostdorstroy is owned by Odesa City Council member Yuriy Shumacher and businessman Yevhen Konovalov. The owners are associated with the "Trust the Deeds" party. The company was registered in 2005, and its main activity is the construction of roads and highways.
The company also has ties to the former mayor of Odesa , Hennadiy Trukhanov. Rostdorstroy procured construction materials through the Squo company, which is controlled by the former mayor's daughter Kateryna. The company also cooperates with Avtomagistral-Pivden, both of which are tender partners and members of the National Association of Road Workers of Ukraine.
The company has been featured in at least 20 journalistic investigations and has earned more than UAH 85.5 billion in public procurement. The company earned the most money in 2012 - over UAH 21 billion. For example, in Odesa, the Infrastructure Restoration and Development Service announced a tender for the reconstruction of one of its facilities. The expected cost of the project is over UAH 55 million.
The subject of the procurement is the reconstruction of the facility, which includes construction, repair and other engineering and technical measures to protect critical infrastructure in the fuel and energy sector. The works are to be completed by December 31, 2026.
