Military from Odesa region preferred a Kyiv company to buy batteries

A military unit from Odesa region conducted a procurement to select a supplier of batteries for FPV drones and chose the more expensive of two close offers.

According to the Center for Public Investigations, the relevant information was published in the Prozorro electronic procurement system.

Five companies took part in the procurement: Habix Limited Liability Company, Obolon Group Limited Liability Company, SMP Technology LLC, BudKapital Plus Private Enterprise, and Spetsprylad LLC.

Initially, the winner was determined to be Habix LLC, which offered UAH 22 million for the batteries. According to the YouControl service, the company was registered in 2024 in Odesa. The owner is Vladyslav Polishchuk from Odesa.

However, the company's offer was later rejected in favor of its closest competitor, Obolon Group LLC, which asked for UAH 22 million 68 thousand for the work. The company was registered the same year in Kyiv. The owner is Sofia Strukova from Kyiv.

If the deal is concluded, the company will have to provide the military with 2,000 batteries by April 1, 2026.

The procurement was conducted in the format of a request for quotation (RFQ), which is a procurement method through Prozorro Market that can be used by the customer to determine the best price.

The procedure may seem similar to open bidding in terms of stages, but there are some peculiarities:

  • among all competitive procedures, Prozorro's is the fastest - at least four days;
  • there is no stage for submitting questions, demands or complaints;
  • there is no need to prepare qualification documentation and, accordingly, the customer does not need to qualify;
  • there is also no "Reduction" stage.

The customer announces a request for a product of a certain category, and then the system sends notifications to all suppliers who are accredited in it.

If a supplier already has a product in the catalog, he can

  • respond to the request with the same price as in the catalog;
  • offer the customer their own price.

The supplier can either accept the offer or ignore it. If the supplier decides to respond to the request, in this case, in the "Registration of offers" block, you need to specify your price (it can be lower than the customer specified in his request) and select the product.
