It was decided to purchase beds for military personnel in Odesa from a state-owned company

The Housing and Maintenance Department of the City of Odesa conducted a procurement process to select a company from which it plans to purchase two-tier collapsible beds for a total of 4 million 322,500 hryvnias.

According to the Center for Public Investigations, this information was published on the Prozorro e-procurement platform. 

The procurement was conducted as an open tender with specific conditions, and the sole participant was the state-owned enterprise “Enterprise of the State Criminal Expertise Service (No. 18).” By December 10, 2026, the enterprise must deliverMaintenance and Operations Department 1,000 beds—meaning each bed costs 4,322 hryvnias, which is the lowest market price in Ukraine as of August. 

According to the YouControl service, the state-owned enterprise was registered in 1995 in Kharkiv, and has been in the process of dissolution since March—it was decided to reorganize the enterprise. 

However, the Odesa Housing and Utilities Department is not the only institution that has chosen a state-owned enterprise this year. To date, the company has won more than 10 tenders in 2026 totaling 48,492,500 hryvnias.

In April, the Southern Housing and Maintenance Administration in Odesa became the subject of an investigation over the purchase of firewood for the army at prices three times higher than market rates. The investigation found that, on paper, the wood had been accepted and paid for; however, an on-site inspection of the storage facilities revealed a complete absence of the goods.  

According to the investigation, officials of the state agency may have abused their official positions while organizing procurements for the Armed Forces of Ukraine. The focus is on tenders for the supply of firewood announced in the fall of 2025 through the Prozorro system.
