The appellate court ordered a businesswoman from Vilkove to return nearly 248,000 hryvnias in microgrant funds to the Odesa Regional Employment Center. The grounds for the recovery of the funds were the premature termination of operations, the dismissal of employees, and the absence of purchased equipment during inspections.

This is stated in the rulingof the Southwestern Commercial Court of Appeals.

During the court proceedings, the businesswoman argued that she had faithfully fulfilled the terms of the agreement for a long time, and that the employees had resigned for reasons beyond her control. However, the appellate court agreed with the findings of the trial court. It determined that temporary compliance with the terms does not exempt a party from the obligation to maintain jobs for the entire duration specified in the contract.

The ruling has become final and is not subject to appeal in cassation.

According to the case file, the woman entered into a contract for state support to start her own business in March 2023. Under the terms of the program, the entrepreneur received 247,800 hryvnias to establish a beauty salon in the city of Vylkove and committed to hiring two employees, operating the business for at least three years, and paying taxes regularly.

During the first year, the salon’s operations met the requirements; however, in the summer of 2024, the employees resigned, and operations effectively ceased. In August 2025, the woman officially dissolved her sole proprietorship without notifying the employment center. Subsequent inspections by officials revealed that the equipment purchased with the grant was missing from the business’s registered address.
