In the Kherson region, officials are seeking a contractor for the third time in a row to repair a water main for 51 million

The Department of Territorial Development of the Kherson Regional State Administration has announced a new tender for the major repair of the dilapidated water supply system in the village of Pravdyne. The estimated cost of the work is 51.54 million hryvnias, excluding VAT. The repairs are scheduled to be completed by December 25, 2027.

According to procurement data in the Prozorro system, the project involves the restoration of approximately 24.9 kilometers of the water supply network, including the laying of polyethylene pipes, the construction of wells, and the installation of shut-off valves and fire hydrants.

Funding is provided under the Ukraine Recovery Program III with support from the European Investment Bank. According to an expert report from May 2025, the total estimated cost of the project, after adjustments, was 83.86 million hryvnias. At that time, work worth 19.86 million hryvnias had already been completed. The current procurement pertains to further work.

As previously reported by Intent, in March 2026, the Department of Territorial Development of the Kherson Regional State Administration had already announced a tender for the restoration of water supply in Pravdyne. At that time, the estimated cost of the procurement was 61.85 million hryvnias, and the sole bidder was the private company “Remontnik 1993.”

The company offered to perform the work for the full estimated cost, but the contracting authority rejected its bid due to non-compliance with technical requirements. The department explained that the documents lacked some of the materials and resources specified in the tender documentation, and it was impossible to rectify these deficiencies after the deadline for submitting proposals had passed.

In June, the procurement was re-announced. Once again, the sole bidder was “Remontnik 1993,” which offered to perform the work without lowering its price. At the time of publication, the contracting authority was reviewing the bidder’s documents.

PP “Remontnik 1993” is registered in the Kyiv region and is owned by Taras Syvokobylskyi. The company has been participating in government procurement since 2017 and was involved in a legal dispute with Ukrnafta, which resulted in a ruling to impose a fine on the company for failing to meet project deadlines.
